Until the summer of 2026, packaging EPR on Amazon was effectively a two country problem. Germany and France were the marketplaces Amazon actively verified, and a seller holding a LUCID number and an ADEME identifier could sell across Europe without anyone asking for more.

That is over. Amazon EPR registration is now checked in all EU countries where the seller distributes product, reportedly from August 12, 2026.

What checking EPR in every EU country changes

The underlying obligation is not new. Every member state that has transposed packaging EPR requires registration from any producer placing packaged goods on its market, including a seller shipping in from another country. Nothing about that law changed in August. What changed is enforcement: the marketplace is now checking, country by country, instead of checking two countries and trusting the rest.

That distinction matters when you are deciding how urgent this is. You were not compliant before and unlucky now. You were non compliant before and unmeasured.

The failure mode is quiet, and that is the problem

Amazon deactivates offers in the specific country where the registration number is missing. Listings stay live everywhere else.

So sales in Italy or Austria go to zero while the account looks healthy, Account Health shows no suspension, and no policy notification names the ASINs. If you read consolidated European revenue rather than revenue by marketplace, a country can be dark for weeks before anyone in the business notices. A seller watching a single Europe number will read it as a soft month.

Check revenue by marketplace, not in aggregate. That is the whole detection mechanism.

Why Pan-EU is where this bites hardest

Pan-EU is built on Amazon moving your inventory into local fulfillment centers across the network. That placement is what creates the local distribution that triggers the local EPR obligation in the first place.

The program that makes your logistics cheaper is the same program that multiplies your registration count. Sellers who enrolled for the fee savings and never revisited compliance are the exposed group, and the exposure grows every time Amazon opens a new country in the program. The Pan-EU requirement for an active offer in the Netherlands is a reminder that the country list is not static.

What a national registration actually requires

Registration is per country and, within a country, usually per waste stream. Germany requires a 13 digit LUCID number from the Zentrale Stelle Verpackungsregister for packaging, plus separate registration for electrical and electronic equipment. France, administered through ADEME, runs identifiers across a much longer list of categories, including packaging, electricals, batteries, furniture, textiles and toys.

A product can therefore need several numbers in one country. A seller with electronics in a printed box in France is in more than one scheme.

Amazon's own guidance for European sellers, published on its seller site for Germany, states that missing or invalid EPR data may result in listings being restricted or removed, and offers a service where Amazon can comply on a seller's behalf. That option is worth reading carefully rather than treating as a default: under the EU packaging framework published on EUR-Lex, the direction of travel is towards marketplaces verifying that the seller holds the registration, not covering it for them.

What to do this week

Start with a country by country revenue table for the last ninety days, next to the list of EPR numbers you have entered in Seller Central. Any country with revenue and no number is where the risk lives, and any country whose revenue fell to zero after mid August is where the damage already happened.

Then order the registrations by revenue at risk rather than by deadline, because there is no deadline left to sort by. This one already started.
