Key takeaways
- From November 2, 2026, enhanced safety categories require $1 million of commercial liability cover with no revenue threshold.
- The old trigger stays for everyone else: pass $10,000 in gross proceeds in a month, then 30 days to get covered.
- It applies to new and existing listings, so no change in your account is needed for it to reach you.
- Mainland China sellers must buy through the Amazon Insurance Accelerator for any policy submitted from November 2.
- A valid third-party policy submitted before November 2 can run until it expires, then must be replaced through the program.
Amazon is changing what triggers its commercial liability insurance requirement. From November 2, 2026, the trigger stops being how much you sell and becomes what you sell.
The standing rule has been a revenue test: sellers whose gross proceeds from Amazon.com sales pass 10,000 dollars in a month must obtain and maintain commercial liability insurance within 30 days, or when Amazon otherwise requests it. Minimum cover is 1 million dollars per occurrence and in the aggregate.
What changes on November 2
Sellers with products in categories that carry enhanced safety listing requirements must maintain a policy covering those products regardless of the 10,000 dollar monthly threshold. A seller doing 400 dollars a month in one of those categories now needs the same 1 million dollars of cover as a seller doing 40,000.
The change applies to new and existing listings, which is the part that makes it operational rather than theoretical. Nothing has to happen in your account for an existing listing to fall inside the new requirement.
Amazon's announcement names children's products, cosmetic and ingestible products, and lithium battery products as examples, and states that the list is not exhaustive. The full set lives on Amazon's page of product categories with enhanced safety listing requirements, so the only reliable way to know whether you are in scope is to check your own categories against that page.
The separate rule for mainland China sellers
Sellers based in mainland China must obtain insurance through the Amazon Insurance Accelerator. From November 2, 2026, Amazon says it will reject newly submitted insurance policies that were not obtained through that program.
There is a grandfather clause with a real deadline inside it. A valid third-party policy that meets the coverage requirements and was submitted before November 2 can be used until it expires. After expiry, the replacement has to come through the Accelerator. In practice that means a policy submitted on November 1 buys a seller the remainder of its term, and one submitted on November 3 does not.
What to do in the next week
Three checks, in this order.
Match your catalogue against the enhanced safety categories list rather than against your memory of it. The categories are defined by Amazon, not by how you describe your products.
Read the certificate you already hold, if you hold one. The recurring reason policies get rejected is not the absence of cover but the shape of it: the coverage amount, the deductible and whether Amazon is named correctly. Sellers who have been through this describe the same loop in the forums, and we covered it in why Amazon rejected your certificate of insurance.
If you are in mainland China and your current policy is third-party, submit it before November 2 rather than after, and diarise its expiry date now.
Why this is worth a week of attention
An insurance gap is not a fee. It sits with the compliance requirements that take listings down, and the cost of getting it wrong is not a line on an invoice but an offer that stops selling while you resolve it. The same logic applies to the other document-driven suspensions: see what to do when a listing is deactivated with compliance documents under review, and how these events land on your Amazon account health rating.
One caveat on sourcing. This change is published in Amazon's own News and Announcements post in Seller Central. The underlying help pages for commercial liability insurance requirements and for the enhanced safety categories are behind a Seller Central session, so confirm the category list and the exact wording inside your own account before you buy or renew anything.
